		<description><![CDATA[Well attended forum tonight, about 80 people in attendance.  Proponents for Prop. 200 emphasized the need for better fire and police response times,  a &quot;proactive police dept. and not a reactive one&quot;, and that the money for 200 would come from the General Fund.
 
 Opponents on the other hand repeatedly said that Prop. 200 was an &quot;unfunded mandate&quot; that would &quot;destroy the City to save it&quot; and would raise property taxes.  I&#039;ll be blogging on the Prop/ 200 Town Hall next week.  Stayed tuned.]]></description>
