				<content:encoded><![CDATA[<p>There’s an unprecedented 12 candidates seeking 3 positions on the Tucson Unifed School District (TUSD) Governing Board in 2012. And 54 people applied for a vacancy on the board last year.  Why such popularity for a volunteer four year term on the school board of the largest school district in Tucson? With the recent elimination of the Mexican American Studies program at TUSD, more interest has been directed to these positions on the board, whose mission is to set policy for the school district, and to advise the appointed Superintendent.</p>

<p>54 people applied for a vacancy (after 3 term board member Judy Burns’ death in October, 2011) including former 2 term board member Bruce Burke, former candidates Marilyn Freed, Miguel Ortega, &amp; Armand Salese. Political newcomer Dr. Alex Sugiyama was appointed to that seat in December, 2011.</p>
<p>2012 (3 seats)<br />

<p>The board member to go on successfully to higher office has been Raul Grijalva (served on TUSD board 1975 to 1986), then went on to become the District 5 Pima County Supervisor (1989 to 2002), and CD 7 Congressman, where he has now served 10 years. His oldest daughter Adelita was first elected to TUSD board in 2002, 10 years ago, and is up for re-election in 2014.</p>

1 term board member Rosalie Lopez (1999-2002) ran unsuccessfully against Raul for Supervisor in 2000 as a Republican, then was upset in the 2002 board election by Bruce Burke &amp;  Raul’s daughter Adelita.</p>
<p>Former 3 term board member attorney Eva Bacal (1979-1990) ran unsuccessfully for CD 8 House in 2004 as a Democrat and lost to Republican Congressman Jim Kolbe. Incidentally Eva&#8217;s daughter attorney <a href="http://www.jp.pima.gov/judges/Sbacal/SBacal.htm">Susan Bacal</a> serves as a Justice of the Peace for Pima County Consolidated Justice Court, Precinct 8.</p>
<p>Former 2 term board member Dr. Brenda Even (1991-1998) ran unsuccessfully for Pima County Board of Supervisors District 4 in the Republican primary of 1998 and lost to incumbent Ray Carroll, who had been appointed to replace her late husband Supervisor John Even. She was then appointed to the PCC Board of Governors in 2001 and was elected twice, is serving till Dec. 2014.</p>

<p>Just heard via email and on the Bill Buckmaster Radio Show that Dr. Alexandre Borges Sugiyama has been appointed to the TUSD School Board seat vacated when Judy Burns passed away in October.</p>
<p>Dr. Sugiyama is of Japanese/Portuguese ethnicity (his parents emigrated from Brazil), and is a lecturer at the Eller School of Management at the UA, along with fellow TUSD Board member Dr. Mark Stegeman, who is an Associate Professor there.  Sugiyama got his Ph.D. from the UA in 1998, click <a href="http://econ.arizona.edu/faculty/sugiyama.asp">here</a> for his website and photo.</p>
<p>He got his B.S. in Economics from Cal Tech (1991), his M.A. in Economics also from the UA (1994), and has been a Lecturer here since 2002 (adjunct lecturer for 2 years, Lecturer since 2004 to present). After he got his Ph.D. Alex worked at American Express in Phoenix till 2000, as an Econometrician, then Manager of Risk Management.</p>
<p>Coincidentally Dr. Sugiyama shares my maiden name (though we are not related), and my husband and I have met with him over coffee.  He is married with two young daughters. His wife was a 3rd grade teacher at Carrillo Elem. School.</p>

<p>Pima County School Superintendent Linda Arzoumanian made this appointment today, from a field of 54 applicants, including former TUSD board member Bruce Burke, and former candidates for school board positions over the years &#8212;  Marilyn Freed, Miguel Ortega, Armand Salese. Three applicants were interviewed by Dr. Arzoumanian before she made the final selection after the first round of interviews: Ronald Michaels, Ross Sheard, and Dr. Sugiyama, who will be sworn in on Tuesday, January 3 at 5:30 p.m. at the TUSD Board meeting room, 1010 E. 10th St.</p>

				<content:encoded><![CDATA[<p>The four candidates running for Tucson United School District (T.U.S.D.) Governing Board were interviewed by Kimberly Craft for KUAT AZ Illustrated, to air at 6:30 p.m tonight on Channel 6.  The four are: Adelija Grijalva (incumbent), Michael Hicks, Miguel Ortega, and Armand Salese.</p>
<p>I reported on these candidates on August 5 (click <a href="http://tucsoncitizen.com/community/2010/08/05/5-candidates-file-for-2-seats-on-tucson-unified-school-district-governing-board/">here</a>), before the fifth candidate Dr. Cassandra Bolden was later found ineligible (click <a href="http://tucsoncitizen.com/community/2010/08/30/superior-court-judge-invalidates-candidacy-of-one-t-u-s-d-governing-board-candidate/">here</a>) due to less than the required signatures (400) on her petition.</p>
<p>The KUAT interview online consisted of 4 questions to all four candidates:</p>
<p>1. What are your objectives in seeking this position?<br />
2. How do you intend to improve the quality of students&#8217; education?<br />
3. What qualities are you looking for in a new Superintendent?<br />
4. How do you aim to improve the district&#8217;s image and improve the relationship with the community?</p>

				<content:encoded><![CDATA[<p>Judge Richard E. Gordon of the Arizona Superior Court issued a ruling on Friday invalidating the candidacy of Dr. Cassandra Bolden for T.U.S.D. governing board, due to less than the required number of valid signatures (400).</p>
<p>Three petitions were filed in Arizona Superior Court on August 17 and 18 challenging the validity of some of the signatures submitted by candidates Dr. Bolden (who works at the Tucson Urban League) and also by Michael Hicks (who works for the City of Tucson&#8217;s Transportation Dept.)  </p>
<p>Since Bolden only submitted 398 signatures (less than the minimum required),when 29 of the signatures were found invalid, her candidacy was no longer viable, and her name will not be on the November ballot.</p>
<p>Hicks&#8217; petition challenge was ruled valid by Judge Gordon. Hicks issued a press release about the petition challenge on August 26 (click <a href="http://tucsoncitizen.com/three-sonorans/2010/08/26/tusd-candidate-has-signature-challenge/">here</a>.)  Although 65 signatures on his petition were found invalid, he had 420 valid ones, over the minimum required.</p>
<p>Two separate petitions were filed against Dr. Bolden by Ralph Lim, and Jan Allard.  The petition against Michael Hicks was filed by Ruben Carlos Romero. Bolden submitted 398 signatures and Hicks submitted 485 signatures by the deadline of August 4, in order to qualify to run for one of 2 seats open on the the T.U.S.D. Governing Board. </p>
<p>According to the Pima County School Superintendent&#8217;s Office August 18 was the deadline to file petition challenges to these governing board candidates&#8217; signatures.  The filing fee for such petitions in Superior Court is $236.  The Judge assigned to these petitions has 10 days from the filing date to schedule a hearing and to determine the validity of the challenges. Hearings on these petitions were held on August 25 and 26. Bolden did concede that she did not have enough valid signatures in court.</p>

<p>The other candidates are Ward 3 Council aide Miguel Ortega, attorney Armand Salese, and incumbent Governing Board member Adelita Grijalva, who has served since 2003. There were no petition challenges filed against these 3 candidates.</p>

Governing board members are unpaid volunteers, and are usually people passionate about education, with education backgrounds.  </p>
<p>Who filed to run for the 2 seats on this board this year?  Each term is for four years. With 2 openings, these are the names below of candidates who gathered about 400 signatures to be on the Nov. 2nd ballot, by the deadline of 5 p.m. yesterday August 4th, per the office of Linda Arzoumanian, School Superintendent.</p>
<p>1. Dr. Cassandra Bolden, Program Facilitator (educational programs) of Tucson Urban League<br />
2. Adelita Grijalva, incumbent board member (has served 2 terms since 2003)<br />
3. Michael Hicks, Intelligent Transportation Systems (ITS) Manager for City of Tucson, Dept. of Transportation<br />
4. Miguel Ortega, Council Administrative Assistant to Ward 3 Councilwoman Karin Uhlich (formerly Chief of Staff)<br />
5. Armand Salese, J.D., attorney in private practice, ran for this office before in November, 2004</p>

<p>Good luck to these non-partisan candidates, as governing T.U.S.D. is not an easy job, with upcoming school closures and a struggling budget due to the economy.  Interim Superintendent is Dr. John Carroll.</p>
