				<content:encoded><![CDATA[<p>Final unofficial results from <a href="http://results.enr.clarityelections.com/AZ/42050/113200/Web01/en/summary.html">AZ Sec. of State</a> &amp; <a href="http://pima.gov/elections/results1.htm">Pima County Elections Division</a>, for Southern AZ listed below.  It took over 2 weeks to count all the early and provisional ballots cast in the General Election on November 6. Voter turnout statewide was 74.36%, higher at 77.98% in Pima County. The counting apparently took so long because many voters who received early ballots only turned them in on General Election Day, which slowed up the tallying process.</p>

				<content:encoded><![CDATA[<p>Arizona Citizens Clean Election Commission (CCEC) held debates between contested races in the Southern AZ legislative districts, with candidates participating in Clean Elections program and also those running traditionally. &#8220;Candidates who participate in Clean Elections to run for office are required to attend one debate in the general election unless they are running unopposed. Candidates who are not running with Clean Elections funding are allowed to join the debate, but their attendance is optional.&#8221;</p>

In the House race four men are vying for 2 seats: David Gowan (R) incumbent in LD 30, Robert Leach (D), David Stevens (R) incumbent in LD 25, and Mark Stonebraker (D).</p>

Voter turnout statewide was 55.65 %; higher at 65.54 % in Pima County. These results won&#8217;t be &#8220;official&#8221; until November 29, when the election Canvass is approved, but note the recount info below regarding Prop. 112.  And Prop. 203 (medical marijuana) did prevail after all.</p>

<p>UPDATE:  Tucson Weekly is reporting that there are 38,000 uncounted ballots, so this process may take till Saturday:</p>

<p>Looks like Propositions 110, 112 and 203 are too close to call.</p>
<p>UPDATE, 4:30 p.m. 11/3/10: 100% of the precincts are now counted, 43.77 % voter turnout, waiting for the hundreds of early/provisional ballots statewide to be counted.  I will be checking &amp; reporting only if the lead changes in any of the close races:</p>
<p>CD 7, CD 8, LD 26 House, Propositions 110, 112 and 203.<br />
Grijalva ahead by 3915 votes, Giffords by 2348 now, small changes since this morning (3885 and 2447 respectively).<br />
And I understand that neither Jesse Kelly nor Ruth McClung will concede till all votes are counted. Congressman Grijalva has declared victory per other news sources (AZ Daily Star &amp; KUAT).</p>
<p>UPDATE: 11/4 5:22 p.m. results from SOS website: Grijalva&#8217;s lead has now increased to 5,982 votes and Giffords by 3,055. </p>
<p>UPDATE: 11/5 email from SOS office states that : &#8220;As of Friday afternoon, there are an estimated 135,000 early ballots and 83,000 provisional ballots statewide that are yet to be processed and counted.&#8221;  Deadline is November 12.  Grijalva&#8217;s lead has increased to 6,327 and Giffords&#8217; to 3,848 (5 p.m.). </p>
<p>7:33 p.m. Giffords has declared victory and Kelly has conceded, but I did not waver from the original declaration of her win on Wednesday morning, Nov. 3.  Only races still undetermined are in LD 26 House and those 3 propositions (all still losing): 110, 112, and 203.  </p>
<p>UPDATE 11/6: Ruth McClung sent out an email that she will not concede till all votes are counted, with Grijalva&#8217;s lead at 6061 this morning (8 a.m.). So stay tuned till next week sometime. (Giffords lead today is 3641, but that race seems decided as her lead was 2447 on 11/3).  Voter turnout figures are now at 49.38%. Prop. 112 have switched to yes vote.</p>
<p>11/9 UPDATE: no changes in LD 26 House, Prop. 110 &amp; 203 (still losing), but Prop. 112 now winning. Voter turnout reported at 52.26%.</p>
<p>11/9 further update: Per Sec. of State&#8217;s office:&#8221;As of Tuesday afternoon, there are just over 30,000 early ballots and slightly fewer than 59,000 provisional ballots statewide that are yet to be processed and counted.&#8221;  Imagine that, a week after the General election and this many votes still to be counted, by Friday&#8217;s deadline.</p>
<p>11/10 Pima County counting complete per AZ Daily Star blog, and Rep. Nancy Young Wright has lost by 745 votes in LD 26.  Voter turnout in Pima County was 65%.<br />

<p>11/12 Prop. 203 (medical marijuana) took <a href="http://tucsoncitizen.com/community/2010/11/12/prop-203-medical-marijuna-takes-over-lead/">the lead today</a> by 4421 votes!  Prop. 112 in a dead heat of 43 votes (ahead) which may trigger a recount, depending on what happens with the remaining 10,000 ballots to be counted by Maricopa County tomorrow.  Stay tuned.  Recount is automatic if the vote difference is 200 votes or less for these statewide propositions.</p>

				<content:encoded><![CDATA[<p>On September 29, KUAT Channel 6 is hosting a televised debate between Republican LD 30 State Senator Frank Antenori and challenger Democrat Dr. Todd Camenisch, at 6:30 p.m.<br />
You can view it online at: <a href="http://ondemand.azpm.org/">www.azpm.org</a> (usually a few hours before the debate and thereafter).</p>
<p>The next day the three candidates running for LD 30 State House (Rep. David Gowan, Rep. Ted Vogt, and Andrea Dalessandro) will face off at an <a href="http://www.azcleanelections.gov/home.aspx">Arizona Clean Elections Commission (CCEC)</a> debate live in Tucson, at the Pima Community College East Campus,  8181 E. Irvington Rd., at 6 p.m.  Gowan is running &#8220;clean&#8221; and the other two are running traditionally.</p>
<p><a href="http://www.azleg.gov/MembersPage.asp?Member_ID=34&amp;Legislature=49">Senator Frank Antenori</a> was appointed to this position in February, 2010 when then LD 30 Senator Jonathan Paton resigned to run for CD 8 House (which he lost to political newcomer Jesse Kelly in the GOP primary).  Antenori was one of the 2 freshman house legislators in that district since January, 2009 and is program manager in the Aerospace-Defense industry.  Dr. Camenisch serves on the Catalina Foothills School District Governing Board and is a professor at the U of A in the College of Pharmacy.</p>
<p>The other 2 Republican house legislators elected <a href="http://www.azleg.gov/MembersPage.asp?Member_ID=44&amp;Legislature=49&amp;Session_ID=93">Rep. David Gowan</a> and appointed <a href="http://www.azleg.gov/MembersPage.asp?Member_ID=130&amp;Legislature=49&amp;Session_ID=93">Rep. Ted Vogt</a> are both running for re-election, on the same team as Senator Antenori.</p>
<p>Gowan is a magazine distributor. Vogt was a 3rd year law student at the U of A when he was appointed in March, 2010. Their Democratic challenger is Andrea Dalessandro, who ran before for this same position in November, 2008, and is a retired CPA/teacher/small business operator of a tax practice. </p>

<p>UPDATE: Wed. 8/25 at 7:57 p.m. Sec. of State website listing vote total at 801,003, 25.81% of the registered voters cast ballots, with only Maricopa County still partially reporting.  Stay tuned for final unofficial results, especially for AG race which is still too close to call for the Republican nomination.  Other races likely to remain the same till all votes counted, and the canvass is accepted.</p>
<p>UPDATE: Thurs. 8/26 5:07 p.m. 869,441 votes counted to date, 28.02% voter turnout.  Stay tuned for tomorrow night&#8217;s tally.  Horne ahead of Andrews by wider margin (1073), same with Rotellini over Lujan by a much wider margin (3203), causing Lujan to concede tonight.  Same candidates still ahead in LD 26, 27, 28, which are the only close races to watch now.</p>
<p>UPDATE: Friday 8/27 6:36 p.m. 913,578 votes counted to date, 29.44 % turnout. Andrew Thomas thought of conceding today but has apparently changed his mind since he is only 485 votes behind Horne now.  Most candidates leading in LD 26, 27 and 28 seem to have won. About 22,000 votes still to be counted, stay tuned for next tally.</p>
<p>UPDATE: Saturday 8/28 8:13 p.m. 931,817 votes counted, 30.03% turnout. Andrew Thomas still behind Tom Horne by 853 votes.   Let&#8217;s see what Monday&#8217;s tally will be.  </p>
<p>UPDATE: Monday 8/30, 5:54 p.m. 933,212 votes counted, 30.08% turnout. Tom Horne has declared victory,but Thomas has not conceded.  Sec. of State&#8217;s office told me they had 3800 votes to count today and into tomorrow.  Counties have 5 working days to submit their votes, so tomorrow night is the deadline.  Finally!</p>
<p>FINAL UPDATE: Tuesday 8/31, 4:29 p.m. 934,113 votes cast (final unofficial results), turnout 30.10 % of the 3,102,876 registered voters in Arizona.  Tom Horne received 899 more votes than Andrew Thomas for the AG Republican nomination, a very close race considering how many votes were cast in that race (555,699). </p>

				<content:encoded><![CDATA[<p>Does incumbency matter in political campaigns?  Do voters just elect the &#8220;same old same old&#8221; politician during each election cycle?</p>
<p>I used to think that a sitting politician always got re-elected&#8211; except if they had faced a scandal (personal or financial) prior to the election.</p>
<p>So I was surprised when one term <a href="http://en.wikipedia.org/wiki/George_H._W._Bush">President George H.W. Bush</a> (father of President George W. Bush) and <a href="http://en.wikipedia.org/wiki/Dan_Quayle">Vice President Dan Quayle</a> were not re-elected and lost to then-Governor Bill Clinton and his running mate then-U.S. Senator Al Gore in 1992.</p>
<p>President Bush had no scandal prior to the General Election, but the American voters must have thought otherwise of his capabilities, and went for the new Democratic contender.<div id="attachment_1125" class="wp-caption alignright" style="width: 265px"><a href="http://tucsoncitizen.com/community/2010/08/18/do-incumbents-always-win-re-election/president-bush-sr-jpg/" rel="attachment wp-att-1125"><img src="http://tucsoncitizen.com/community/files/2010/08/President-Bush-Sr.-jpg.jpg" alt="" width="255" height="294" class="size-full wp-image-1125" /></a><p class="wp-caption-text">President George H.W. Bush</p></div></p>
<p>Remember Democrat incumbent <a href="http://en.wikipedia.org/wiki/Gary_Condit">Congressman Gary Condit</a> of California who lost his re-election bid, due to the alleged scandal over missing person Chandra Levy?</p>
<p>On the local scene, incumbent Ward 6 Democratic Councilmember Nina Trasoff narrowly lost the November, 2009 election to political newcomer <a href="http://cms3.tucsonaz.gov/wardsix">Republican Steve Kozachik</a>.  People told me it was due to the financial mess of Rio Nuevo downtown development.</p>
<p>So, coming up on August 24 (Arizona primary) we have several incumbents running, with opposition in the primary:</p>
<p>&#8211;Republican U.S. Senate John McCain (facing former Congressman J.D. Hayworth &amp; Jim Deakin)<br />
&#8211;Republican Governor Jan Brewer (facing Dr. Matt Jette)<br />
&#8211;Republican Corporation Commissioner Gary Pierce (facing Brenda Burns and Barry Wong, but for 2 seats)</p>
<p>and in the Legislature in Southern Arizona:</p>
<p>&#8211;Republican LD 30 State Senator Ted Antenori (facing former House Rep. Marian McClure)</p>
<p>&#8211;Republican LD 26 House Rep. Vic Williams (facing Wade McLean and Terri Proud, but for 2 seats)</p>
<p>&#8211;Democrat LD 28 House Rep. Steve Farley (facing Ted Prezelski, Mohur Sidhwa, Tim Sultan, and former House Rep. Bruce Wheeler, but for 2 seats)</p>
<p>&#8211;Republicans LD 30 House Rep. David Gowan and Rep.Ted Vogt (facing Brian Abbott, Kurt Knurr, Doug Sposito and Parralee Schneider, for 2 seats).  These candidates are meeting tonight at the Eastside Republicans meeting (click <a href="http://tucsoncitizen.com/community/2010/08/17/eastside-republicans-host-ld-30-house-candidates/">here</a>).</p>
<p>Of course, it is conceivable (since voters are volatile and incumbency does not guarantee the seat) that the incumbents could lose, and brand new candidates may be selected in their stead.  After all, political experience isn&#8217;t everything.  But name recognition may be.</p>
<p>Stay tuned if any or all of these incumbents earn enough of the people&#8217;s votes to win their primaries, to face other contenders in the General Election on November 2nd.</p>
