			<content:encoded><![CDATA[<p>In two weeks on December 5, Mayor-elect Jonathan Rothschild, Ward 1 Councilmember Regina Romero, Ward 2 Councilmember Paul Cunningham and Ward 4 Councilmember Shirley Scott &#8212; all Democrats&#8211; will be sworn in to their respective City of Tucson offices.  This is Rothschild&#8217;s first political office, Romero&#8217;s 2nd four-year term, Paul&#8217;s first elected term (he was appointed to this seat in May, 2010), Scott&#8217;s fifth term on the Council.</p>
<p>The other City Councilmembers currently serving are Ward 3 Karin Uhlich (D), Ward 5 Richard Fimbres (D), and Ward 6 Steve Kozachik (R).  They are up for re-election in two years.</p>
<p>The inauguration ceremony is scheduled for 10 a.m. at Tucson Convention Center (TCC) in the North meeting rooms. Thereafter the Pima County Democratic Party is hosting an inauguration luncheon at the TCC Ballroom, also at 260 S. 			<content:encoded><![CDATA[<blockquote><p>&#8220;In 1999 voters approved the creation of the Rio Nuevo Multipurpose Facilities District (District). The District is both a municipal stadium district and a special taxing district. The voters authorized the District to receive an incremental portion of State-shared funds derived from transaction privilege taxes (i.e. sales tax called TIF Funds) collected from within the District boundaries within the City of Tucson city limits. The District is a State municipal district with the powers, privileges and immunities granted to governmental, municipal corporations for District purposes: a planned multi-faceted development project, including cultural and recreational amenities and improvements, unique historic re-creations, mixed-use developments, etc. The District was reorganized by the Arizona State Legislature in the fall of 2009 and the board re-appointed in March 2010. Expenditure of the TIF Funds collected is now disbursed and managed by the reconstituted Rio Nuevo Multipurpose Facilities District Board of Directors who as of 2010 are appointed by the State’s Governor, President of the Senate, and Speaker of the House of Representatives.&#8221;</p></blockquote>

<p>This 10 year (1999 to 2009) project has received a lot of attention recently due to conflicts between the City of Tucson Council and the new Rio Nuevo board, re-constituted by the State Legislature in March, 2010.  Citizens have been asking about who were the Councilmembers (Democrats, Republicans, one Independent) during these 10 years, and beyond.  Here&#8217;s the list of who was serving (as far as I remember):</p>
<p>Mayor: Robert Walkup (R), 1999 to present (not running for re-election 2011)<br />
Ward 1: Jose Ibarra (D), 1999 to 2007; Regina Romero (D), 2007 to present (up for re-election 2011)<br />
Ward 2: Carol West (D, I), 1999 to 2007; Rodney Glassman (D), 2007 to 2010; Paul Cunningham (D), appointed 2010 to present (up for election 2011)<br />
Ward 3: Jerry Anderson (D), 1999 to 2001; Kathleen Dunbar (R), 2001 to 2005; Karin Uhlich (D), 2005 to present<br />
Ward 4: Shirley Scott (D), 1999 to present (up for re-election 2011)<br />
Ward 5: Steve Leal (D), 1999 to 2009; Richard Fimbres (D), 2009 to present<br />
Ward 6: Fred Ronstadt (R), 1999 to 2005; Nina Trasoff (D), 2005 to 2009; Steve Kozachik (R), 2009 to present</p>
<p>(Some of these Councilmembers were serving before Rio Nuevo began, but I only list the starting point as 1999 when Rio Nuevo was created).</p>
<p>Those who were serving as elected officials during entire Rio Nuevo project: Mayor Bob Walkup, Councilmembers Steve Leal and Shirley Scott.</p>
<p>Those who came on the Council after late 2009: Councilmembers Richard Fimbres, Steve Kozachik, and Paul Cunningham.</p>
<p>And who were the Tucson City Managers during this time: Luis Gutierrez (1999), James Keene (2000 to 2005), and Mike Hein (2005 to 2009). Gutierrez is retired, Keene is now City Manager of Palo Alto, California, and Hein is Director of Pima County Emergency Management &amp; Homeland Security.</p>

<blockquote><p>She is a community activist and Code Pink member, received her B.A. in Interdisciplinary Sciences and Master of Arts in Communication from the U of A, and has been a college instructor. Mary is currently employed as a Connector with Pro-Neighborhoods, “organizing neighborhood communities to adopt healthier diet and exercise choices”.</p></blockquote>
<p>Mary got 4429 votes (6.16 % of the vote) in the Ward 3 race in 2009, next to Democratic Councilmember Uhlich’s 46.98% of the votes and Republican Ben Bueller-Garcia’s 46.74% of the votes.  She also defeated fellow Green candidate Dave Croteau in the recent August 30 Green Party primary for Mayor (369 to 127 votes).  (Croteau was the sole challenger before in 2007 against current Republican Mayor Bob Walkup, who is stepping down after 3 terms).</p>
<p>DeCamp is facing off with Democrat Jonathan Rothschild (political newcomer) and Republican Rick Grinnell (ran twice before unsuccessfully for the Ward 2 Council seat) in the November General election.</p>
<p>On Tuesday October 4 DeCamp announced at a press conference at City Hall that her 2 bedroom/1 bath home in Tucson is being foreclosed, &amp; she faces eviction on November 10, 2 days after the General Election.  Her home has been sold by the bank in a foreclosure sale to a foreign company. Apparently Mary purchased the home in 2007 but experienced a costly bicycling accident in 2009, and then her employment at the U of A was scaled back due to the economy, causing her to miss mortgage payments.</p>
<p>She will continue her campaign despite this setback, and will be sign waving usually every Friday at 4 p.m. at the NW corner of Granada &amp; Broadway, downtown.  (Sign waving is wildly popular &amp; expected in State of Hawaii campaigns, but not as popular or utilized here.  In Hawaii the candidates stand out there in the streets daily, often wearing fresh lei around their neck to distinguish themselves from their campaign supporters.)  Mary usually wears a Green Party (green colored) t-shirt, and this week she &amp; her supporters will be at 4th Avenue and Broadway instead.</p>

<p>After Mayoral candidate Mary DeCamp won the Green primary election on August 30 over fellow Green activist Dave Croteau, someone asked me if other women had run for Mayor of Tucson.  Yes, a few have in the Mayoral primaries in the past, but I can only remember former 2 term Ward 6 Councilmember Molly McKasson running as a Democrat in the General election of 1999.  That was the year when Republican political newcomer Bob Walkup won and went on to serve 3 terms as Mayor.</p>
<p>Does anyone else remember other women running in the General election for Mayor of Tucson? 4 term Councilwoman Shirley Scott (Ward 4) pointed out to me last Fall when she was considering a bid for Mayor that there had not been a woman Mayor in the City of Tucson, ever. (Scott is currently running for re-election in her own ward).</p>
<p>There was even one woman in the Democratic Mayoral primary back in 1971 (read my previous blog, &#8220;In what year were 10 candidates running for Mayor of Tucson?&#8221; Click <a href="http://tucsoncitizen.com/community/2011/07/13/in-what-year-were-10-candidates-running-for-mayor-of-tucson/">here</a>.)</p>
<p>Mayoral candidate Mary DeCamp announced today (Labor Day 2011) that Dave Croteau has agreed to become her campaign manager for the General Election, in the collaborative spirit of the <a href="http://pimagreens.org/">Green Party of Pima County</a>.  Her campaign press release also emphasized the &#8220;decentralization, respect for diversity, and grassroots democracy&#8221; of the Green Party.  </p>

Another Green candidate Beryl Baker just filed to run as a write-in candidate for the Ward 1 Council seat. She ran for the same seat in 2007 and lost to Regina Romero, the current Councilmember.</p>

			<content:encoded><![CDATA[<p>Now that the dust (dust storm?) has settled, we know who is qualified to run for Mayor of Tucson &#8212; only Democratic attorney <a href="http://tucsoncitizen.com/community/2011/01/24/jonathan-rothschild-files-to-run-for-mayor-of-city-of-tucson-speaks-tonight-at-saguaro-eastide-democrats/">Jonathan Rothschild</a>, and two Green Party candidates &#8212; Dave Croteau and Mary DeCamp.</p>
<p>Both Green Party candidates will be at The Shanty on Sunday June 26, 6 p.m. to talk to the so-called &#8220;liberals&#8221; of Drinking Liberally about why they are running for Mayor, and the Green Party primary on August 30.  Independents can vote in the Green Party primary, but need to inform the Tucson City Clerk&#8217;s office (520-791-4213) if they want a Green ballot by July 16, 2011.</p>
<p>Croteau ran for Mayor as a Green write-in candidate in 1999 (against Democratic Councilwoman Molly McKasson and then political unknown Republican Robert Walkup &#8211; who prevailed).  Then Croteau ran for Pima County Sheriff in 2000 garnering 16% of the vote, and lost to Sheriff Clarence Dupnik. In 2007 Croteau challenged Mayor Walkup (when no Democrat ran), and got 28% of the vote.  Read my previous blog about Croteau&#8217;s background (click <a href="http://tucsoncitizen.com/community/2011/05/11/former-mayoral-candidate-green-party-activist-dave-croteau-files-for-mayor-of-tucson/">here</a>).</p>
<p>DeCamp ran against Councilmember Karin Uhlich in 2009 and Republican challenger Ben Bueller-Garcia.  DeCamp got 6% of the vote, with Uhlich narrowly beating Bueller-Garcia by 175 votes.<br />

<blockquote><p> The number of women in Congress has plateaued since 2007, with just 17 women in the 100-member Senate and 72 in the 435-member House. In state legislatures nationwide, 1,738 lawmakers are women, compared with 1,809 last year, and the percentage of women holding statewide office has fallen from 27.6 percent in 2001 to 21.9 percent today. Just six states have female governors.</p></blockquote>
<p>We are one of those states with a woman Governor, Jan Brewer, who just won her own term in November, 2010 after taking over in January 2009 when then-Governor Janet Napolitano left to become head of federal Homeland Security.  Brewer is a Republican and Napolitano is a Democrat.</p>
<p>I wrote about women candidates in last year&#8217;s Arizona elections (click <a href="http://tucsoncitizen.com/community/2010/08/19/women-candidates-on-the-arizona-campaign-trail/">here</a>) and many women ran for almost all races in the legislature and state-wide offices. </p>
<p>In the current 2011 election for the City of Tucson, only one woman (Mary DeCamp, a Green Party member) is running for Mayor.  Councilmembers Karin Uhlich (Ward 3) and Shirley Scott (Ward 4) were considering bids for Mayor as well, but opted to stay in their Council seats.  In Wards 1, 2 and 4, women are running:  Democratic Councilmember Regina Romero for re-election, Republican challenger Jennifer Rawson, and Democratic Councilmember Shirley Scott for re-election.</p>
<p>On the Southern Arizona legislative front there are several women politicians: LD 25 Senator Gail Griffin (R), LD 25 House Rep. Peggy Judd (R),  LD 26 House Rep. Terri Proud (R),  LD 27 Senator Olivia Cajero Bedford (D), LD 27 House Rep. Sally Ann Gonzales (D), LD 28 Senator Paula Aboud (D), LD 29 Senator Linda Lopez (D). And CD 8 is represented in U.S. Congress by Democrat Gabrielle Giffords, who is recovering from that tragic shooting on January 8, 2011.</p>
<p>I think women don&#8217;t run because politics is still perceived as a &#8220;dirty game&#8221;, with long hours and often disagreeable constituents and issues.  Plus women may still have to multi-task with children, meal preparation/housework, etc. </p>
<p>What do you think readers?  The AP article goes on to say that perhaps more women should run for office, due to the number of recent sex scandals involving male politicians (i.e. former VP candidate/U.S. Senator John Edwards, Governor Arnold Schwarzenegger, Congressman Anthony Weiner).  The assumption there is that perhaps women politicians wouldn&#8217;t fall prey to sexual temptations or scandals.</p>

<p>In 1987 the Pima County Board of Supervisors passed a resolution declaring May 5 as &#8220;Free Baja Arizona Day&#8221;.  24 years later the Start our State (SOS) campaign kicked off officially today at The Shanty, 401 E. 9th Street, on &#8220;Free Baja Arizona Day&#8221;.  Signatures on the petition to formally form a new state in Southern Arizona are now being collected.  More than 48,000 signatures of Pima County residents need to be collected before July 15, 2012 to get this initiative on the November 2012 ballot. These petitions with valid signatures will be submitted to the Pima County Division of Elections.</p>
<p>Co-Chairs Paul Eckerstrom and Peter Hormel, as well as Treasurer David Euchner (all Tucson attorneys) are spear heading this effort.  I wrote about this movement before (click <a href="http://tucsoncitizen.com/community/2011/04/03/paul-eckerstrom-co-chair-of-start-our-state-movement-to-speak-at-democrats-of-greater-tucson/">here</a>), but Tucsoncitizen.com blogger attorney Hugh Holub (<a href="http://tucsoncitizen.com/view-from-baja-arizona/">&#8220;View from Baja Arizona&#8221;</a>) is the expert on this issue. <p>About 75 people listened to Paul speak tonight about the reasons to leave the State of Arizona and what the Arizona legislature has done over the years to reduce public education funding, cut the University of Arizona funding, as well as targeting Pima County and the Hispanic population down here.  He said it wasn&#8217;t a &#8220;mission impossible&#8221;, as recent polls in the AZ Daily Star and KOLD TV said that there were 58% and 63% in support for this movement, respectively.  Voters in  Santa Cruz and Coconino Counties have also expressed interest in joining on, but would need to start up their own initiative drives.</p>
<p>In attendance tonight were LD 29 State Rep. Daniel Patterson, Ward 3 Councilmember Karin Uhlich, former LD 28 House candidates Ted Prezelski and Tim Sultan, attorney Bill Risner (election integrity), Adam Kinsey (Executive Director of Pima County Democratic Party).</p>

<p>Registered voters in City of Tucson (as of April, 2011)</p>
<p>Democrats  99,877</p>

<p>Total registered voters right now in City of Tucson are 228,836 (all six wards)<br />
which gives the Democrats almost a 2:1 edge over the Republicans, but there are almost 70,000 Independent voters who could vote either way in the primary.  </p>
<p>But according to <a href="http://www.recorder.pima.gov/">Pima County Recorder F. Ann Rodriguez</a> and UA Asst. Prof. of Communications <a href="http://tucsoncitizen.com/community/2010/11/11/political-campaigns-media-money-message-talk/">Kate Kenski</a>, Independents have a low voter turnout, probably because they don&#8217;t choose to vote at all or belong to an organized party.</p>
<p>Back in the last City of Tucson election of 2009, with Wards 3, 5 and 6 up for election, 33.5% of the total registered voters (221,316) voted.  So 74,168 votes were cast city wide.</p>
<p>Karin Uhlilch (D) received 33,782 votes, Richard Fimbres (D) 37,749 votes and Steve Kozachik (R) 36,451 votes to prevail over their opponents.  Uhlich won by only 175 votes over Republican Ben Bueller-Garcia, although the Green Party candidate Mary DeCamp received 4429 votes, which may have taken votes from the Democrat.  In 2005 Uhlich had defeated Republican one term Ward 3 incumbent Kathleen Dunbar, in an upset.</p>
<p>Fimbres won by 4573 votes over Shaun McClusky (now running for Mayor) and Kozachik won in an upset by 1756 votes (defeating one term Democratic incumbent Nina Trasoff).  Trasoff herself had upset 2 term Ward 6 incumbent Republican Fred Ronstadt in 2005.</p>
<p>How did Steve Kozachik, a Republican win in a predominantly Democratic city?</p>
<p>And with the Democratic voter edge in this city, how did Republican Robert Walkup win 3 terms? He defeated 1) two term Councilwoman Democrat Molly McKasson, then 2) former Democratic Mayor/Councilman Tom Volgy, and lastly 3) Green Party candidate Dave Croteau (no Democrat even ran for Mayor in 2007). <p>The Mayor&#8217;s seat is up for election this year, with Republican Bob Walkup not running for his 4th term. <a href="http://cms3.tucsonaz.gov/sites/default/files/clerks/Candidate%20Listing%20as%20of%204-22-11.pdf">6 men are currently seeking that position</a> (3 Democrats, 2 Republicans, 1 Green), with nomination petitions/signatures due on June 1st.  None of the candidates have served on the City Council, the usual testing ground for qualification to be a Mayor.</p>
<p>Council Wards 1, 2 and 4 are also up for election this year.</p>
<p>Ward 1 Councilwoman Regina Romero (D) has a Democratic opponent (Joe Flores), and almost had a Republican challenger (political newcomer Janet Gallup who filed last week but told me via email that she is withdrawing this week &#8220;for several personal reasons that were unforeseen&#8221;).<br />
Regina has served for one term and is the incumbent. (In 2007 she defeated Democrat Ken Green in the Primary, then Green Party candidate Beryl Baker in the General.)</p>
<p>Appointed (May, 2010) Ward 2 Councilman Paul Cunningham (D) has a Republican opponent (political newcomer Jennifer Rawson).  4 term Ward 4 Councilwoman Shirley Scott (D) is being challenged by political newcomer Republican Tyler Vogt. Can either Rawson or Vogt upset the incumbent Councilmembers&#8211; like Kozachik did in 2009? </p>
<p>It seems that both Republicans and Democrats have served in Wards 3 and 6, with predominantly only Democratic Councilmembers in Ward 1, 2, 4, and 5 (except for one Democrat who turned into an Independent in Ward 2).  And Tucson has had long term serving Republican Mayors (Lew Murphy and Bob Walkup). </p>
<p>So maybe it&#8217;s personality over partisan party affiliation that determines the winners in the City elections.  What do you readers think?</p>
<p>The <a href="http://tucsoncitizen.com/community/2011/04/20/az-court-of-appeals-rules-for-city-in-tucson-for-partisan-citywide-ward-elections/">AZ Court of Appeals ruled recently</a> for the City of Tucson in a challenge to a recent state law that would have mandated Ward only, nonpartisan elections instead of the current partisan, city-wide elections (though the Councilmembers have to live in the Ward they run from).  This decision may be appealed to the AZ Supreme Court.</p>
<p>5/13/11 UPDATE: 6 men still running for Mayor (2 Democrats, as 1 dropped out last week, 2 Republicans, 1 Green (one dropped out, replaced by another Green), and an Independent).<br />
Here&#8217;s the current list: Jonathan Rothschild (D), Marshall Home (D), Shaun McClusky (R), Ron Asta (R), Dave Croteau (G), Pat Darcy (I).  But the list keeps changing&#8230;</p>
