Why would Brewer want to create more bureaucracy by doing away with drivers licenses even though licenses help buy car insurance to protect others?

Jan Brewer is your ordinary Dixiecrat thinker. Those old Dixiecrat bigots of old that were in the Democratic Party flocked over to the Tea Party and the GOP. They are anti-everything and are in the business of being obstructionists, and they resist being remotely bipartisan on any issue that helps Americans today.
It appears Jan Brewer wants to create more bureaucracy in doing away with drivers licenses for youth who are legally going through the process of the Deferred Action Plan. Why would any governor want to eliminate the ability to pay for a drivers license when it is the drivers licenses that help people buy car insurance that protects fellow Arizona car owners?
In order to buy car insurance, one needs a drivers license and Jan Brewer is yet again creating a train wreck waiting to happen.
Will Governor Jan Brewer foot the bill if an Arizona resident collides their car with someone who doesn’t have a drivers license or car insurance? Isn’t the goal here to get as many people to pay for a drivers license and car insurance that will protect you and me?
Arizona Gov. Jan Brewer is not going to pay for your car wreck if she sets up hurdles for others to obtain their drivers licenses and car insurance.
