Slain man had been arrested 46 times

Amado Villalobos, 42, had served 1.5 years in prison for conviction of facilitation of burglary and was released April 2000, according to the Arizona Department of Corrections Web site.
Villalobos arrests, going back to the early 1990s, included arrests on suspicion of such crimes as shoplifting; possession of drug paraphernalia; threatening or intimidating; theft by extortion; possession, sale or transportation of marijuana; assault; disorderly conduct; unlawful imprisonment, illegal possession or use of a prescription drug and carrying a concealed weapon.
Many of the charges later were dismissed. He was found guilty in at least 21 of the cases against him, online records show.
Villalobos was walking along the 4300 block of South Sixth about 10:55 a.m. when two men approached him. There was an argument followed by a scuffle and one of the two men pulled a gun and shot Villalobos at least once, said Sgt. Mark Robinson, a Tucson police spokesman.
Police would not say what he was carrying at the time.
