License fee for ATVs clears Arizona Senate

The Senate voted 16-7 to approve the bill and send it to Gov. Janet Napolitano.
The bill is the third attempt by lawmakers in as many years to regulate off-highway vehicle use.
It would require owners to buy an annual sticker that would provide funding for establishment and maintenance of trails and enforcement.
Supporters contend that would protect the environment. Opponents say the bill fails to spell out what behavior would violate prohibitions against “abuse of the watershed” or “impairment of plant or animal life.”
