UA will save $6 million through reorganization

The University of Arizona has been reluctant to address specifically how much money this year’s massive campus reorganization would save, but Thursday at the Arizona Board of Regents meeting, the number was clear: $6 million.

The amount was detailed in a presentation on UA’s Academic Strategic Plan by Provost Meredith Hay.

Hay was joined by the provosts from Arizona State University and Northern Arizona University in reviewing for regents major campus academic changes.

Regents unanimously approved all three plans with no comments or questions.

Hay said “no rock was left unturned” during the shake-up at UA, which resulted in closing numerous underenrolled majors, creating the Colleges of Arts, Letters and Sciences and mergers of various departments.

The estimated savings are expected to come from consolidation of administrative and business functions in merged colleges and departments, as well as layoffs of employees in certain areas.

According to documents presented to regents, staff layoffs are expected in the colleges of Agriculture and Life Sciences, Architecture and Landscape Architecture, Engineering, Humanities, Science and University College, which is being eliminated. Further savings will be realized by using fewer adjuncts in the colleges of Science and Education, according to the report.

Condo arson does $250K damage; man arrested

A man was arrested for allegedly setting a midtown home on fire early Thursday.

Tommy J. Quintier, 41, faces charges of criminal damage, second-degree burglary, unlawful means of transportation and arson of an occupied structure, a Tucson police news release said.

Firefighters went to a condominium in the 5700 block of East Glenn Street about 2:46 a.m. and extinguished the fire, but not before it caused an estimated $250,000 damage.

Capt. Trish Tracy, a spokeswoman for the Tucson Fire Department, said nobody was home when the fire started.

Police and fire investigators found that the fire was started in three spots inside the home.

Witnesses reported seeing Quintier leaving the area driving a vehicle belonging to the residents of the torched home, authorities said.

Investigators served a search warrant at Quintier’s home and found evidence connecting him to the fire, said Sgt. Fabian Pacheco, a police spokesman.

Quintier is being held at the Pima County Jail, Pacheco said.

Police chief candidates want community’s help on crime

City Manager Mike Letcher is expected to announce his pick for Tucson police chief Friday afternoon after a whirlwind three days of candidate interviews by community members, the police staff, the city staff and the City Council.

Thursday morning, community and neighborhood leaders questioned the three finalists for four hours, asking them how to combat Tucson’s most serious crime problems and their attitudes toward working with community members on crime problems.

The three, Assistant Chief John Leavitt, Assistant Chief Roberto Villaseñor and Capt. Brett Klein, were chosen from a list of nine department applicants Wednesday.

The panel meeting, from 8 a.m. to noon, was followed by other meetings with police rank-and-file employees, commanders and union representatives. The afternoon sessions Thursday were not open to the public, said Cindy Bezaury, head of the city’s Human Resources Department.

The three were to be reduced to two Thursday evening or Friday morning and a public “meet-and-greet” session with City Council members was scheduled for 8 to 9:30 a.m.Friday with the two finalists at the Tucson Convention Center, Bezaury said.

Letcher will then nominate a new chief Friday afternoon and the City Council will either endorse or reject his nominee at its meeting Tuesday night. Under the city charter, the city manager selects the police chief.

Thursday, the three finalists talked of the value of community-based policing, forming close relationships with community members who can take steps to help curb crime in their neighborhoods and who can keep police informed about neighborhood crime problems.

They also talked of their opposition to police profiling based on race, gender or sexual preference.

Leavitt recalled how the department began addressing profiling issues in 1998.

“We are leaders in the nation on this issue,” Leavitt said.

Villaseñor said it was important for the chief to form relationships with business and community groups to learn what crime problems they face and what they want from the Police Department to help solve those problems.

“The Police Department must be responsive to the needs of the community,” Leavitt said.

Said Klein, “The community is important. . . . You are not so much the chief of police as you are a member of the community.”

Asked about Tucson’s crime problem, all three candidates agreed drug dealing, drug use and drug-related crimes are the city’s most serious concerns.

“Drugs are a bane to our community,” Klein said.

“The drug problem is the biggest problem we have,” said Leavitt.

Nearly every serious crime in the city is in some way related to the drug problem, Villaseñor said, adding, “it is interwoven with our life.”

All three candidates spoke of the need to take enforcement action against drugs, but they also said treatment and prevention programs aimed at the problem are just as important.

Asked for his position on working with federal agencies to enforce immigration law, Klein said such enforcement “is a federal responsibility.”

He said that much of the Tucson community does not see violation of immigration law as a local crime issue.

Klein said there is a need to work with federal agents on other law enforcement issues, such as a growing border violence problem.

The other two candidates were not asked their view on border crime enforcement.

The questions they were asked were submitted in writing and asked by Independent Police Auditor Liana Perez and city Human Resources Manager Tameron Collins.

After the discussion, David Robles, with the 29th Street Weed and Seed Coalition on the city’s Southeast Side, said, “I think it was very informative, I think all three are very good, viable candidates.”

Glen Perin, a retired Arizona prison warden now working as a criminal justice instructor at Pima Community College, said all three were acceptable.

“They are all very close in my estimation and I really do believe any one of them would do a good job,” Perin said.

The city has a requirement that department heads live within the city limits.

None of the candidates for police chief lives in the city, but each man said he would move if chosen for the job.

Man drowns in pool at East Side home

A 58-year-old Tucson man drowned Wednesday in his East Side pool.

The man, who authorities are not identifying, was declared dead at the scene at his home in the 6600 block of East Julia Street.

He was found in the pool by his stepson, who called 911 at about 5 p.m., said Sgt. Fabian Pacheco, a spokesman for Tucson police.

Police investigators do not know how the man ended up in the pool but determined it was not the result of foul play, Pacheco said.

He also said there was no evidence that alcohol played a role in the incident.

Cop: Would-be carjacker disarmed, shot with her gun

A woman was shot with her handgun by a driver she and another woman tried to carjack at an East Side drugstore Thursday, a Tucson police spokeswoman said.

The wounded woman was taken to a hospital and is expected to recover, Officer Linda Galindo said. The woman’s friend was not found.

The driver was awaiting service about 12:30 a.m. at the drive-through window of the Walgreens on East Grant Road near North Swan Road when the two women approached him.

One of them brandished a pistol and demanded his car, Galindo said.

The man struggled with her, wrested the handgun away and shot her.

The man drove from the area and called police, who found the wounded woman at the drugstore, Galindo said.

The woman has not been publicly identified as she has not been charged in the case, the officer said. The driver’s name has not been released because he is a victim.

Election-linked trespass charge dismissed

On April 16, Justice Court Judge Jose Luis Castillo dismissed a charge of misdemeanor second-degree criminal trespass filed last September against Tucsonan John R. Brakey.

Brakey was arrested after he refused to leave Pima County election headquarters, 3434 E. 22nd St., on Sept. 6, 2008.

He refused to leave the building after allegedly “disrupting the process” of ballot counting during an audit of the ballots following the Sept. 2 primary election.

He told the Citizen he was arrested after he questioned why some ballot bags were improperly sealed.

County election workers called a sheriff’s deputy to escort him from the building after he didn’t heed their order to leave.

Brakey is a computer expert who was called to testify for the Pima County Democratic Party in its effort to force Pima County to release electronic vote databases back to the late 1990s, the Citizen reported in September, after the arrest.
