Yes, only in the final four, which is clearly not what he meant. No teams look past other teams in the final four. Nor does anyone get criticized for “looking past” if a final-four berth has been achieved. He was referring to the early rounds, clearly, and it can’t happen there. The point he was trying to make was not valid.

Sure you can. Imagine you are in the Final Four with ranks 1vs1 on the other end and you are playing rank 5. Then “the bracket shows a matchup with the #1 seed in the next round, but you can’t ignore the 5 seed right in front of you.”
He didn’t specify the round so don’t hate.

You need to think the little things through a little better (or risk having no credibility on the bigger things). A team can never play a 5 seed two days before playing a 1 seed. Given the fundamental structure of the tournament, a 5 (or a team that beats a 5) will always play a 1 in a Thurs/Fri game.
