The two aspects of the border debate

Securing the border has two very distinct and different aspects.

One is to stop the flow of illegal immigrants crossing the border.

The second is to shut down the drug smuggling and Mexican drug cartels cross our border.

There has been some merger of the two aspects with drug cartels taking over the human smuggling traffic.

What is really important is to separate the two problems out….the migration of workers and the smuggling of drugs.

For example…

Why are we afraid of these people?

Would you pick lettuce in Yuma?

On one hand we have a lot of people who just want to work and take care of their families. They are not terrorists. They actually contribute to the building of America.

On the other had we have people with criminal records and who are trying to smuggle drugs into the United States. They do mean us harm.

One vocal camp lumps the two problems together, demands a secure border, deporting 11 million illegal aliens, and no guest worker program. They are pursuing an agenda called “attrition by enforcement” which is basically aimed at driving Hispanics out of their states…at least that’s how Hispanic see the efforts of Arizona via SB 1070 and Alabama.

On the flip side we have immigration rights activists who want an “open border” teamed up with environmental activists who want to tear down the border fence and lock up borderlands as wilderness areas so the Border Patrol can’t run around in their trucks and disturb the wildlife. Open border advocates oppose more funding for the Border Patrol and Customs and Border Protection.

Meanwhile we have billions of dollars in legal entry to the US from Mexican shoppers caught in the cross-fire of the debate and billions in goods that are imported and exported across the border through our ports of entry in San Diego, Nogales, El Paso and Laredo.

What seems to be difficult for many people to get their brains around is we have two separate problems and we need two separate solutions.

On the immigration side we very badly need immigration reform and a guest worker visa program so that honest people can come to the US and work…and go back home.

“Probationary Presence” not “amnesty” needed in immigration reform

We have got to get working people out of our deserts and mountains and through the ports of entry where they can be screened for criminal records.

And like it or not we’re not going to deport 11 million illegal aliens in the country now. We have to find some way to legalize their status that is not amnesty. Unfortunately there are some who call any solution to this problem short of booting the 11 million people out of the country “amnesty”.

How would you deport 11 million illegal aliens?

I think once you figure out how much tax funding will be needed to deport 11 million people, let alone the firestorm that would start in the country if anyone seriously tried to do this….it is time to quit listening to the “no amnesty” crowd and start thinking about how you would deal with people who basically committed a misdemeanor of illegal entry or the civil violation of visa overstay.

But at the same time we must secure the border and we must do this now and before enacting any kind of immigration reform. Why? Because if the border is not secured, we will have a tsunami of illegal entrants seeking the benefits of immigration reform laws.

Second, the really serious problem facing the United States today is the rise of the Mexican drug cartels into vast criminal empires with territorial ambitions in Mexico. They are in fact terror organizations. Fueled by billions in the sale of illegal drugs they are arming themselves to military level capabilities.

Mexican drug cartels need to be designated as terrorists

It is now taken for granted that drug cartel related people are running around the borderlands armed with assault rifles and killing law enforcement agents and residents.

Thus we need to secure our borders…not to keep maids and gardeners out…get these people through the ports of entry with visas…but secure our border against drug smugglers.

Chances are good we will not see a significant reduction in Border Patrol staff to secure the border even with immigration law reform…because the drug smugglers are relentless and billions of dollars are at stake.

The role and function of the Border Patrol woulod change drastically in the context opf immigration reform which got workers through the ports of entry and left the crininals and drug smugglers to sneak into America.

We have already seen the changes….while the number of worker immigrants is down, the borderlands have become much more violent with the rise of the drug cartels.

The days of the Border Patrol chasing maids and gardenrs around the countryside will be replaced by them increasingly having to deal with well-armed paramilitary invaders.

Some decry the “militarization” of the border….but one cannot confront people armed with automatic weapons with bean bag rounds of ammunition.

With a legal path for workers through the ports of entry…anyone found crossing the border should be presumed to be hostile and treated accordingly. Simultaneously with immigration reform illegal entry into the US should be made a felony.

We need to figure out how to open our doors to hard working people who just want to feed their families, and close the door and secure it against those who want to bring drugs into our country.

    Hugh,   is there a LEGAL mechanism in place NOW that allows agricultural labor to come into the US  LEGALLY?

      Very marginal program….and it takes years for people to get a work visa. And then when people get into the country legally, they overstay their visas and the federal government can’t track and find them.

      Some serious reform is needed in the whole visa and tracking process which is not getting much attention.

    Not to mention,  technology can easily replace the stoop laborers.   Just think of the life time of ergonomic injuries we are saving them from if we continue to allow them to be exploited……

    Machines tackle hard to harvest lettuce, citrus crops

    Remarkable progress has been made in the effort to harvest two of California’s billion-dollar-plus crops mechanically — citrus and lettuce. If the citrus harvester proves itself useful, it can probably be applied to a range of tree fruits that have persistently defied harvest by machines. 
    The methods and techniques employed by both are as spectacular as the breakthrough itself, considered all but impossible as recently as 10 years ago. For citrus, newly developed units rely heavily on the latest photoelectric imagery and computer science to map an orchard ready for harvest. Then, sophisticated hydraulic robotics take over, read the map and pluck the fruit from the trees.
    Both machines are costly — around $350,000 for the citrus system, and nearly $500,000 for the lettuce unit. However, the machines’ efficiencies put the costs in perspective, and getting high-value crops picked when hand labor is at a minimum justifies otherwise unsustainable inputs.
    Daylight is not required for the citrus-harvesting system to operate. That makes 18-hour days routine. Hand crews often pick for only six hours a day, after waiting for overnight moisture to evaporate, and then harvesting at top speed to avoid the approaching darkness of short winter days
    If the “scout” unit that precedes the harvester does its job properly, fruit that is misshapen or not adequately colored or not otherwise matured will be left on the trees, minimizing the work that graders must do after the fruit goes to the packinghouse. Ted Batkin at the Citrus Research Center in Visalia has shepherded the development of the citrus unit for years.

The 1986 IRCA was a utter calamity and costly for taxpayers. Because of despicably fraud and supreme neglect, the 2 million farmer’s laborers and other illegal workers who were provided a legal course to citizenship, that ultimately turned into 6 million. Even inexplicable those people, who received this pardon, vanished from their usual places of employment and turned up in the job force around the country that Americans citizens had to compete with.  Future wise, Congress proposed the I-9 Form (Employment Eligibility Verification Form.) to ensure that all employees presented documentary proof of their legal eligibility, to accept employment in the United States. If the employee has a hiring issue, and chooses to contest an irregularity notice, the employer prints out the “Referral Letter” from the E-Verify program.The letter contains information about resolving the problem, as well as the contact information for the (SSA) Social security Administration) or (USCIS) US Citizenship and Immigration Service, depending on which bureau was the source of the non-authorization to resolve the problem? As constantly the open border zealots, US Chamber of Commerce, ACLU and a radical mix of anti American organizations, have used the Liberal Press as a fulcrum to regrettably try to suppress the implementation of E-Verify. Are we not in the poorhouse with China, as it is? But this is no firm binder, because millions more people will strive to reach here, before that ominous Using the media these groups have also brought pressure on the administration not to espouse the Secure Communities law, which identifies criminal aliens through fingerprints by informing ICE. Then Subsequently E-Verify that is increasingly more popular each day by business owners. They are now cautiously aware that an I-9 audit puts their business license in jeopardy, as upheld by the Supreme Court.NOW THE RUSH HAS BEGAN TO  DEFEND CITIZENS AND LEGAL RESIDENTS  AGAINST THE ILLEGAL  ALIEN  INVASION. FIRST ARIZONA, NOW  ALABAMA, GEORGIA  AND  SOON MANY MORE STATES WILL FOLLOW.  E-VERIFY  IS THE LAW OF THE LAND AND THOUSANDS OF FOREIGNERS  NOT WANTING  BE CONFRONTED  THESE LAWS,  WILL  HEAD FOR  THOSE STATES THAT  HAVE BEEN KIDNAPPED  BY THE  LEFTIST PROGRESSIVES OF OPEN  BORDERS AGENDA’S.As with the 1986 (IRCA) bill those who advocate against the laws are profiteers for more wealth, or to accumulate more votes or just to prepare America (according to the WikiLeaks group founder Julian Assange in secret documents) for merging with some kind of traitorous program, with Canada and Mexico with one currency. This stealth agenda was collusion between the Canadian and American Ambassadors.The other side of the aisle on the corrupt Washington beltway, says we cannot afford to enforce immigration laws? Then my question we had better figure someway, for as the law stands we are just encouraging more illegal newcomers? So the second question, when does this invasion end, when does the lawmakers install laws, that make it impossible to stop this travesty? Are we just going to leave the doors open and hope for the best? All we are encouraging is even more poverty and distressed people, that taxpayers have to bear the full fiscal impact? Ten years from now, population numbers will be skyrocketing and the only winners are the profit-takers.Whether we are coming out this miserable recession or not, we cannot afford any immigration amnesty. The first Amnesty in 1986 Ronald Reagan’s term of office, cost–$76 BILLION DOLLARS–by the time it was fulfilled. In today money it’s expected to cost $2.6 TRILLION DOLLARS as stated the Heritage Foundation. So taxpayers would be expected to cover that bill, lending most of it from China again? Are we not in the poorhouse with China, as it is? But this is no firm binder, because millions more people will strive to reach here, before that ominous inauguration day of a new Immigration Reform bill. If Congress is unable to cut spending in this recent of 14 .5 Trillion dollars US Treasury deficit, can anybody in the right frame of mind, tell us where we intend to get another $2.5 trillion dollars, to subsidize those illegal immigrants already living here? These dollars are inconceivable and even if there was another. It’s outrageous that Washington politicians would expect to bleed even more money from traumatic Taxpayers, when we are confronted by rejuvenating two nations abroad, in millions of dollars a day.Amnesty, it will only further multitudes of people to come here?  Washington legislators come and go, author bills, but are never held accountable for the financial wrecks they leave behind? The TEA PARTY will examine these unfair taxes placed on Americans, by Liberal oriented courts, to appoint obligations to educate, provide health care that comes with the never ending tide of illegal aliens skirting our laws.
