Washington: Unreliable Ally
According to the information provided yesterday by Darrel Issa, chairman of the legislative committee examining the scope of Operation Fast and Furious, by which the U.S. Bureau of Alcohol, Tobacco and Firearms (ATF) allowed delivery of thousands of high-powered weapons to Mexican cartels, besides officials at different levels of the agency aforementioned, the FBI and DEA also participated in the operation. According to Issa, the illegal movement of weapons which, supposedly, was to “monitor” the supply of U.S.-origin weapons to Mexican drug trafficking organizations was carried out by means of paying smugglers to act as informants for the DEA and the FBI.
In previous weeks, Issa-led investigations established that the highest officials of the ATF, including its acting director, Kenneth Melson, received weekly reports of the development of fast and furious, allowing illegal entry to our country of about 2,000 assault rifles, fifty sniper rifles and an undetermined amount of ammunition.
It seems unlikely that the Attorney General of the neighboring country, Eric Holder, had not been aware of the participation of three police and security agencies of such importance to the U.S. government and therefore, the allegations in his favor made by President Barack Obama seem not very plausible. If Fast and Furious was a government decision, it would be extremely serious for the White House to hide it. On the other hand, if the highest echelons of U.S. public power had no idea of these illegal activities of the ATF, DEA and FBI, that ignorance would suggest an egregious lack of control in Washington’s actions against drug trafficking.
With regard to Mexico, it is clear that the U.S. government can not be considered a reliable partner in fighting crime and public safety, much less as a solicitor of coordination by Mexican security forces, a function violating the Constitution, and that, nevertheless, has emerged as a result of the dissemination of diplomatic cables obtained from the State Department by WikiLeaks and released in Mexico by this newspaper.
By itself, the costs of the war declared by the Calderón government since its inception — and continued and accentuated, according to the information available, by U.S. pressure — cast extremely asymmetric and unjust costs for both countries: while ours has been the loss of more than 40 000 lives; the social fabric and the economy of entire regions has been destroyed; civil and military institutions show inevitable breakdown, and in many institutions there has been a true collapse of public security and the rule of law, the conflict has brought the United States a vast market in which to place its production of arms, a great quantity of money laundering which reports astronomical earnings for financial institutions in the neighboring country and, last but not least, a good excuse to multiply and deepen its interventionist actions in our country.
In this context, the fact that three police and security agencies of the neighboring country have participated in the supply of weapons to cartels which they are trying to defeat constitutes an intolerable fact that should lead to radical questioning of bilateral cooperation in the matter and a thorough review of the implications this has for Mexico. At present, the Fast and the Furious operation should lead the Mexican legislature to demand a profound reformulation of the Merida Initiative, the North American Alliance for Security and Prosperity and other bilateral instruments on matters of security and fighting crime.

A couple noticed that their dog had found and dragged home a human skull. Although they searched, the authorities were unable to find a grave with the rest of the remains.
Mexican Marines captured the leader of the group known as La Oficina. At the time of raid his home, his common-law wife and their two children were there as well as her parents/ He was captured without risk to the others there.
CIUDAD JUAREZ, CHIHUAHUA
Gunmen attacked a house located near a daycare, with more than 50 shots being fired. The children were guarded, but still were terrorized by the shooting.
SAN NICOLAS, NUEVO LEÓN**
Two municipal police officers were assassinated while on patrol. One officer working the scene because nervous and accidentally discharged his gun.
A doctor driving in his vehicle was executed, but the colleague with him was not harmed.
ACAPULCO, GUERRERO
Two young sons of a municipal police commander were executed, butchered and left in a taxi near the Maxitúnel, along with their cousin of the same approximate age.
QUITUPAN, JALISCO*
The chief of the municipal police was abducted, tortured and executed. His body was dumped in the adjoining state of Michoacan.
A municipal police officer was abducted while on patrol, and is still missing. This is the same department as the two slain officers noted above.

The first federal marshals on commercial aircraft were U.S. Border Patrol. In August 1961, a father-son team hijacked a Continental airliner which landed in El Paso for fuel. The hijackers wanted to fly to Cuba. They let the passengers depart, with 4 volunteers staying on board. One of those was Border Patrol Leonard Gilman. He slugged the elder hijacker, fracturing his hand but bringing it to an end. Later, President Kennedy ordered Border Patrol to fly some commercial routes.

Nearly one million barrels of oil were stolen from PEMEX in first four months of this year. The theft has cost PEMEX about $250 million over the four month period. (Although not stated in the article, this is likely another indication of cartel diversification. Some of the theft is of crude, which is resold to refineries at lower prces. Foreign Plants Leave amid Rising Violence: According to official figures made public June 16 by the National Institute of Statistics and Geography, 169 foreign production plants left the country during January-March. The report also said that from January-March the government registered some 5,109 foreign plants established in the country in comparison with 5,278 foreign plants during the same period in 2010. The states that lost the largest numbers of production plants included Baja California, which lost 43 plants; Jalisco (22 plants); Mexico (21 plants); and Tamaulipas (16 plants). (Obviously the loss of these plants is due primarily to the violence in these areas, especially the states of Tamaulipas and Jalisco. Violence has had a major negative affect on business in Mexico. Companies have to contend with fear of their employees going to and from work, and caused by such incidents as when gumen shot at a Mattel employee bus, injuring workers. Thus the companies have to expend large amounts of captal to secure their physical plants and their workers.)

The Mexican military arrested 8 people and dismantled a sophisticated narco laboratory. The attorney general’s office placed the value at about $20 million. The lab produced about 150 kilograms (330 Lbs) of crystal methamphetamine every six days, and required 30 to 40 workers. Experts from the attorney general’s office had to wait an hour before entering due to high levels of contamination, and part of the building was kept closed due to explosive chemicals located there. A record 33 people died in a 24 hour period, including two of the Governor’s bodyguards and three prison guards (reported in the last M3). Five of these were due to a confrontation with the military. José Luis Martínez Limas, operations commander for a state police unit, was assassinated while driving.
AGUACALIENTES
Nephew of the state attorney general is interrogated on video, and pleads with his uncle to turn over to them the state police director, or they will kill “our parents, our children, our brothers, and they know where we live, uncle. Help us, don’t just leave us, they are going to kill us uncle.” Authorities received an anonymous call of a head near the San Nicolas landfill, where a head was found on top of a cooler from a convenience store with a narco message, but no body was found. The head belonged to the nephew. The attorney general said “These actions are not going to intimidate us.”
NUEVO LEÓN*
The are calling it ‘Red Wednesday’, as 39 people were killed in the state, most during a 18 hour period. This includes three prison guards, two police bodyguards for the state Governor, and five bad guys killed in shootouts with the military. There were also two kidnappings reported. (Notice the people standing around, unfazed by the routine of death. One must wonder what effect this will have on the children seeing this frequently, on their development as their emotions mature.)
TIJUANA, BAJA CALIFORNIA
A suitcase was left in the street, and when the municipal police arrived, they found blood around it. Inside they found the disembowelled and butchered remains of a person, without the head.
APODACA, NUEVO LEÓN
Five young people executed in two separate incidents.
FRESNILLO, ZACATECAS
Edgar Huerta Montiel, alias El Wache, supposedly the boss of El Commandante Kilo. El Wache was responsible for coordinating the slaughter in San Fernando. Still unconfirmed is his confession that there are still 600 bodies in undiscovered narco graves. He said he had killed ten central Americans and ordered the kidnapping of at least 6 bus passengers who were taken to a safe house to be tortured in order to find out if they were part of the Gulf cartel.
ESCOBEDO, NUEVO LEÓN
Three grenades were thrown at the entrance of the attorney general’s offices with 2 exploding but doing property damage only to vehicles. Minutes later, one was thrown in front of the federal police offices nearby. Again only property damage occurred.
CHIHUAHUA, CHIHUAHUA
José Antonio Acosta Hernández, better known as El Diego, was captured by the federal police. He was a member of the anti kidnapping unit of the state police, and a reward of 15 million pesos (US $1,261,258.17) had been offered. The report continues “apparently it worked.” He is a leader of La Line cartel.
MORELIA, MICHOACAN*
A state police officer, David Garibay Netzahualcóyotl Cordova was executed and his body dumped along side of highway.
CHIHUAHUA, CHIHUAHUA
Another leader of La Linea has been captured. José Guadalupe Rivas González, alias El Zucaritas, is reported to be the main lieutenant to El Diego (above). The attorney general’s office said more information would be released.
PLAYA VICENTE, VERACRUZ
Disemboweled and dismembered man’s body dumped outside of school.
MONTERREY, NUEVO LEÓN
Friday afternoon gunmen chased down and executed five youth under 20. One other survived the attack.
CHILAPA, GUERRERO*
Cartel gunmen attacked the municipal police station, gravely wounding an officer and kidnapping the Commander, Trinidad Zamora Rojo. Reports say that three of the gunmen were killed but their bodies were taken by the others. Later, the Commander’s dismembered body, with the head skinned, was dumped on a bridge. His fingers were placed into his mouth. With the body was a narco message.
MICHOACÁN
Primarily in Lazaro Cardenas, eight men were executed, supposedly by the Knight’s Templar, for supporting LFM (La Familia Michoacana)

Lawmakers press feds for documents on cartel gun sales
Information sought in deaths of U.S. agents
WASHINGTON — House and Senate lawmakers are threatening to block presidential nominees and subpoena Justice Department officials this week to force the release of documents on a controversial gun trafficking program that allowed American shipments of weapons to Mexican cartels.
Congressional investigators claim U.S. officials allowed American gun stores to sell weapons in bulk to Mexican buyers in order to track the shipments and identify the ringleaders, known as “Operation Fast and Furious” under “Project Gunrunner.”
Weapons from those sales were found at the scene of two separate attacks on U.S. agents, and Congress wants to know if they were used specifically in the deaths of Immigration and Customs Enforcement special agent Jaime Zapata or Customs and Border Patrol agent Brian Terry.
It is widely expected that the testimony of Senator Grassley, Agent Terry’s family, and ATF whistleblowers such as John Dodson, will blow the ATF Gunwalker scandal sky high.
The real question is how high up in the Obama Administration did the approval of Gunwalker go? Who knew what when?
Congressman Issa is gunning for some heads….maybe as high up as US Attorney General Eric Holder.
The Obama Administration has been relatively free of scandals so far…but not for much longer.
With thousands of guns “walked” to the Mexican drug cartels, dead bodies all over Mexico killed by ATF “walked” guns, and two dead US federal law enforcement officers as a result of the ATF “walked” guns….this story is going to be a major news item in the wake of Issa’s hearing and the evidence and testimony that will be put on the record.
The ATF bosses and Holder seem like General George Custer the day before the Battle of the Little Big Horn.

Woman tortured, executed and left in a barrel with trash.
Military clashed with cartel gunmen several times during the day, resulting in 1 arrested with a seizure of weapons, tactical equipment, radios and 7 vehicles. There were 8 gunmen killed.
AGUILA, MICHOACÁN
Knights Templar executed a man, leaving a message saying ‘This will happen to everyone who rob poor people’. Nearby, a stolen vehicle was found.
MONTERREY, NUEVO LEÓN
Police officer attacked and wounded.
Narco graves found near sewage plant for Monterey. So far, seven bodies have been recovered with some maimed with pieces missing and others complete.
Five more bodies found in narco graves, bring the total count to 234.
HUALAHUISES, NUEVO LEÓN
Three human heads found on street. All are of about 20-25 years old. Three headless bodies were found hours later outside of town along the highway. Also found was an abandoned federal police unit, leading to speculation the victims may be federal officers.
A state police commander and his son were kidnapped, and have not been found.
CUAUHTÉMOC, CHIHUAHUA
Two women brutally tortured and beheaded.
CADAREYTA, NUEVO LEÓN
Two men found executed, and bodies had been eaten on by animals.
Man brutally tortured and then executed.
Military was attacked by the Zetas, who repelled the attack and captured 5 men and 1 woman. Seized was a long gun, handgun, ammo and other items, including some with the Zeta logo.
Municipal police responding to a call were ambushed, with both officers killed. Another officer was wounded, as was a civilian bystander.
Men hung from bridge, and then executed. A boy of 12 tried to escape, but was also shot down and killed. At another location, the head of a woman was left at the door of a restaurant with a narcomessage from the Zetas.
CHIHUAHUA, CHIHUAHUA*
Assassins attacked the Deputy Police Chief in his vehicle. One officer serving as a bodyguard died, saving his boss.
Mexican military has found a narco cocina, or narco kitchen, where bodies are burned. The remains of at least 30 bodies have been found. Also found were instruments of torture. A grave was also located there.
Two police officers killed, and a commander gravely injured.
VILLA UNIÓN, COAHUILA
Mexican Marines arrested 5 Zetas and seized a large arsenal, including over 200 guns, 29,621 rounds of ammo, grenades, 563 camouflage uniforms, tactical equipment among other things.

ATF “Gunwalker” scandal target of Congressional Hearing June 15th
Thursday, June 9th, 2011ISSA DRAWS BEAD ON ATF
A showdown is coming between Congress and the Obama Administration over ATF’s Operation Fast and Furious which led to AK 47′s being “walked” to the Mexican drug cartels.
Two of these “walked” guns were found at the murder scene of Border Patrol Agent Brian Terry in Arizona.
US Rep Darrell Issa has sechduled a hearing on June 15th where he will expose documentation Congress has about the ATF scheme. Issa will also hear from Agent Terry’s family.
It is going to be a very bad day for US Attorney General Eric Holder who has denied any knowledge beforehand of the ATF scheme.
ATF officials have been trying fast and furiously to cover up the scandal…and stonwalled Congress in their attempts to get to the bottom of the gunwalking scheme….which probably has resulted in numerous violations of the law in their own right.

Location: Room 2154, Rayburn House Office BuildingThis hearing will examine the tragic consequences of Operation Fast and Furious, started by the Bureau of Alcohol, Tobacco, Firearms, and Explosives in the fall of 2009. In Fast and Furious, ATF encouraged gun store owners to sell weapons to straw buyers suspected of working on behalf of Mexican drug cartels. ATF allowed known criminals to purchase guns and traffic them into Mexico. Operation Fast and Furious has been linked to deaths and other crimes in both the U.S. and Mexico, including the December 2010 killing of U.S. Border Patrol Agent Brian Terry.
“The reckless decisions of ATF and Justice Department officials in Operation Fast and Furious have devastated lives and put fear into communities on both sides of the border,” said Chairman Issa. “By exploring this Justice Department sanctioned program, we can better understand the flawed process surrounding the genesis and implementation of an operation that put guns into the hands of criminals.”
It is the second in a series of hearings on Operation Fast and Furious. The first hearing, titled “Obstruction of Justice: Does the Justice Department Have to Respond to a Lawfully Issued and Valid Congressional Subpoena?” will be held on Monday, June 13th. The Committee on Oversight and Government Reform and Senator Charles Grassley, Ranking Member of the Senate Judiciary Committee have jointly conducted this investigation.

Justice Officials in ‘Panic Mode’ as Hearing Nears on Failed Anti-Gun Trafficking Program
Officials at the Department of Justice are in “panic mode,” according to multiple sources, as word spreads that congressional testimony next week will paint a bleak and humiliating picture of Operation Fast and Furious, the botched undercover operation that left a trail of blood from Mexico to Washington, D.C.
The operation was supposed to stem the flow of weapons from the U.S. to Mexico by allowing so-called straw buyers to purchase guns legally in the U.S. and later sell them in Mexico, usually to drug cartels.
Instead, ATF documents show that the Bureau of Alcohol Tobacco and Firearms knowingly and deliberately flooded Mexico with assault rifles. Their intent was to expose the entire smuggling organization, from top to bottom, but the operation spun out of control and supervisors refused pleas from field agents to stop it.
Only after Border Patrol Agent Brian Terry died did ATF Agent John Dodson blow the whistle and expose the scandal.
The Wall Street Journal is the latest major national newspaper to start digging into the ATF scandal….

GOP Lawmakers Press Investigation of Gun Operation

Talk about fast and furious.
Republican lawmakers are preparing their biggest push yet to try to force the Justice Department to explain a troubled federal investigation that they say inadvertently fueled arms trafficking to Mexico.
Rep. Darrell Issa, (R., Calif.), chairman of the House Oversight Committee has scheduled hearings next Monday and Wednesday on how the Bureau of Alcohol Tobacco Firearms and Explosives’ “Operation Fast and Furious” backfired.
Among those called to testify are ATF whistleblowers who have provided information to congressional investigators.
The ATF investigation in 2009 and 2010 was aimed at gathering evidence against major gun traffickers believed to funnel weapons to Mexican drug cartels, whose battles have claimed 40,000 lives since 2006.
Two assault rifles that lawmakers say were tied to suspects in the Fast and Furious operation were found at the scene of a December shooting in Arizona in which border patrol agent Brian Terry was killed. The weapon that was used to kill the agent hasn’t been identified. A Mexican national has been indicted in the killing.
Mr. Issa and Sen. Chuck Grassley, (R.,Iowa) have been investigating the operation, and say evidence indicates the ATF instead allowed more than 2,500 weapons to fall into the hands of traffickers.
The Wall Street Journal reported today that a weapons arsenal found in Ciudad Juarez, Mexico, in April included at least five AK-47 style rifles that U.S. authorities trace to suspects in the ATF’s troubled operation. ATF documents show the guns were entered into a database of suspect guns.

Operation Fast and Furious Humiliates the Department of Justice

The Justice Department and the Bureau of Alcohol Tobacco and Firearms have some explaining to do about Operation Fast and Furious, not only to the American people, but to the parents of slain Border Patrol Agent Brian Terry. After the agent’s murder, ATF Agent John Dodson felt compelled to expose the agency’s botched attempt to track guns funneling into Mexico.
Operation Fast and Furious was supposed to do just that. Its purpose was to allow buyers to purchase guns from Arizona gun stores, track them into Mexico, and expose the entire smuggling operation. Sound like a plan? Not so fast. The problem with these types of risky operations is that they often go wrong…terribly wrong, as this one did.
ATF documents show that somehow, after deliberately allowing the weapons to be smuggled to the cartels, the agency, uh….lost them. Operation Fast and Furious has served to heavily arm the cartels, compliments of the ATF.
Arizona gun store owners say they were “explicitly told” by ATF to sell large numbers of weapons, possibly as many as 1,800, to known gun smugglers, reports Fox News. The Fast and Furious mission didn’t turn out as expected, however, and some of the weapons have been traced to casualties not just in Mexico (officials estimate about 150 of their own) but here in the U.S.
Thanks to John Dodson, the whistleblower on the whole botched operation, hearings will be held by the House Committee on Oversight and Government Reform, to try to get to the bottom of this mess. The tone of them might already be set by the billing these hearings have, “Reckless Decisions, Tragic Outcomes.”
Included on the witness list are three members of slain Border Patrol Agent Brian Terry’s family. Why? Because two of the guns found at the scene of Terry’s death were linked to Operation Fast and Furious. How the Justice Department and the ATF are going to explain away the consequences of this fiasco, and the resulting trail of blood, remains to be seen. Does the word “inept” come to mind?
