CAUTION

There are graphic photographs that accompany some articles in the body of this report. It is not our intention to sensationalize. We include these photos in order to give to you, the American public, a clearer understanding of the seriousness of the situation in Mexico and Central America.

Blog Del Narco (http://www.blogdelnarco.com/)

**Asterisk denotes death involving a police officer or a member of the military serving in that capacity.

MONTERREY, NUEVO LEÓN

Some photos from Mexican sources of the casino aftermath. Gives a good idea of the fire intensity. Two bystanders recorded video showing state and municipal police taking no action; one of them claiming he heard the attackers shouting ‘we are Zetas’ and firing their rifles. This person claims the police were hiding in the parking area. (Note: Being out manned and out gunned, the officers made the best choice to be alive in order to help victims in the casino rather than end up dead and help no one.  ONLY those officers know exactly what the conditions were that they faced.  Life saving always takes priority over enforcement action. )

ZIRAHUEN, MICHOACÁN

Three Knights Templar gunmen were shot by the Mexican Army on Wednesday, two of them fatally. Seized were rifles, pistols, magazines, cartridges, narco banners, handcuffs, ammo carriers, and other things.

ACAPULCO, GUERRERO

On Wednesday there were two more executions in Acapulco of two underage boys, aged about 13 and 15. The youngest was shot at least nine times in broad daylight in front of dozens of witnesses.

XICOTENCATL, TAMAULIPAS

The state attorney general’s office confirmed that two government officials, one a controller and the other an auditor, that were kidnapped on Wednesday were found dead on Friday. Still missing is Alberto Olivo, collaborator of special audit of the federalized expenditures.

MEXICO CITY, DISTRITO FEDERAL

Gunmen dumped the remains of a beheaded man on the street near a major round about and TV station. A card was left signed by La Mano con Ojos.

CADAREYTA, NUEVO LEÓN

The Mexican army received a report of armed men and began searching for the vehicles. When the gunmen realized the spotted, they opened fire. Three of the bad guys were killed and the reminder escaped. The description of one could match that of El Loko, who was considered the leader of the Zetas in Allende and Cadereyta, and identified by the state Attorney General as responsible for the execution of two youths, found dismembered the past August 2.

CIUDAD VICTORIA, TAMAULIPAS

A couple days ago, five bodies were dumped in front of a business. Some were beheaded, some butchered into parts. Next to the bodies was a narco message from Los Zetas, saying the dead were with the Gulf Cartel.

Press Release

National Association of Former Border Patrol Officers calls  for new immigration policy to be rescinded.

Group says that policy will encourage further illegal immigration and damage
respect for law by foreigners; says President has abandoned duty to law.
The administration announced last week that it would implement a new policy that will permit hundreds of thousands of illegal aliens to remain in the United States despite being in deportation proceedings already. This policy is clearly designed to sidestep congressional authority to regulate immigration. It should cause great concern amongst Americans who demand a secure border and desire only fair, even-handed enforcement of our nation’s immigration laws.

In a letter to selected senators, Janet Napolitano, Secretary of the Department of Homeland Security, cited public safety and clogged immigration court dockets as justification for the new policy. She asserts that DHS resources “must continue to be focused on our highest priorities” in order to avoid having resources diverted away from “individuals who pose a threat to public safety.”

Americans should understand that the policy has just granted amnesty in fact to approximately 300,000 illegal aliens already in deportation proceedings. The new policy means that they will be permitted to stay in the United States without fear of removal and will be given employment authorization valid for the foreseeable future.

Past experience tells us that ultimately they will be given permanent residence and then citizenship. The policy promises similar haven to millions more. Those who are arrested in coming years will have a legitimate claim to this benefit if their “only” crime was entering the United States illegally or overstaying their visa. Thus, the incentive for following our nation’s legal immigration process has been effectively removed.

Aliens in deportation proceedings did not get there by happenstance. They have already had their circumstances individually reviewed by an officer who is trained and legally empowered to determine alienage. This official determined they were here in violation of the law with no apparent legal right to remain in the United States. After examining all factors, a deportation hearing before an Immigration Judge was determined to be in the best interest of the United States.

The administration would have the public believe that illegal aliens who pose a threat to public safety must wait in line behind those with lesser criminal records: that is absurd. The administration has the authority to move aliens deemed to be threats to an immediate hearing. If they were sincerely concerned about enforcing the law the immigration court backlog would have prompted a request for more Immigration Judges and resources to speed the process. Instead, the administration has made a transparent play for ethnic votes, thereby showing once more its contempt for law and the Constitutional requirement that the President see that the laws be faithfully executed.

This autocratic, misguided policy sends a clear message to foreigners contemplating an illegal entry—the agency charged with removing them does not intend to do so. History tells us that an increase in illegal immigration occurs any time our politicians even discuss a change in policy or law that makes it easier for illegal aliens to enter or remain in the United States. This policy will reverse the hard-fought gains in border security that have been accomplished at such a high cost. It also defies what the majority of Americans have made clear they want, and what has Congress has called for: a secure border and control of illegal immigration.

NAFBPO therefore demands that it be rescinded immediately. If the Obama administration chooses not to do so, we urge Congress to act quickly to rein in this failure of constitutional duty and limit its negative impacts upon the country.

La Jornada (Mexico City) 8/17/11

Pretense and Shameful Interests

According to data released yesterday by the Los Angeles Times, the US Office for the Control of Alcohol, Tobacco, Firearms and Explosives (ATF, for its acronym in English) promoted three officials involved in the Operation Fast and Furious, by which the government of the neighboring country supplied Mexican cartels with thousands of assault rifles, for the skills and abilities demonstrated throughout their careers, as we read in a confidential e-mail signed by Kenneth E. Melson, acting director of ATF.

Such promotions contravene the promise made at the time by the president of the neighboring country, Barack Obama, in that there would be sanctions for those responsible for this operation. By contrast, in the light of the information published by the California newspaper, it is clear that the authorities of the neighboring country have not only granted impunity to the public servants involved in an evident crime, but now reward the abilities and skills of three of them . The same can be said of Melson himself, whose knowledge and timely monitoring of the operation has been documented in reports by Republican Rep. Darrell Issa, and who, nevertheless, remains the director of the ATF.

The related data virtually confirm the discursive character of Washington’s supposed commitment in the fight against organized crime and drug trafficking in our country: the constant claims of that government to defend its prohibitionist logic to consumption, production and traffic of drugs, and to the policy to fight the drug gangs that have prevailed in neighboring nations, like ours, bear no relation to the reality that the White House itself is silent to the actions of these bands within their own borders and tolerates money laundering in the financial system and allows operations such as Fast and Furious, a supplier of criminal organizations operating south of the Rio Grande.

It can not be ruled out, in the light of available information, that the inconsistency between the practice of authorities in the neighboring country and its president’s discourse is due to ignorance of the president about wrongdoing by some officials of his government: after all, if anything has characterized U.S. public administration government it is, indeed, being an area in which representatives of groups, factions and competing interests converge — let us recall the old conflicts of interest between Washington’s intelligence and security agencies — that should be added to a position of political weakness in which the current president finds himself facing that nation’s power establishment.

Indeed, in any case, there are officials, or perhaps areas in the U.S. governmental apparatus that, far from collaborating in combating drug trafficking, are engaged in promoting it, which poses a bleak perspective: if indeed the war declared by the Calderón government since its inception — and continued and increased, according to available information, by American pressure — causing unequal costs for both countries and unfair to us, it is possible that some public or private factions of the neighboring nation might see promoting this scenario as providing a path to a market in which to place part of its arms production, generating large amounts of money whose laundering brings astronomical earnings for the financial institutions in the neighboring country. What’s more, this would also give them a good excuse to multiply and deepen its interventionist actions in our country.

In this context, the fact that U.S. agencies show no hesitation in rewarding officials involved in illegal actions, such as Fast and Furious, should be intolerable to the Mexican authorities and lead to a profound revision of bilateral cooperation in matters of security. In the immediate future, basic ethics makes it advisable and necessary to end a war that can not possibly be won in its current configuration, and in establishing a direct relationship between the suffering and distress of the Mexican population and the economic and political benefit of factions and interest groups north of the border.

Blog Del Narco (http://www.blogdelnarco.com/)

**Asterisk denotes death involving a police officer or a member of the military serving in that capacity.

NAYARIT

Last weekend, nine men were tortured and executed and left along the Tepic-Aguamilpa Road, Nayarit. One of those executed was identified as Emiliano Pozas Iturbe, who worked as a photographer for the state PRI headquarters, and formerly provided services the City of Tepic. He was just 30 years old, and has greatly affected journalists and politicians who knew him, they pointing out that the man was an extraordinary person, a good friend, dedicated to his work, and worshipped his wife and baby. His father was also kidnapped and executed.

CARDENAS, TABASCO

A 15 year old boy was kidnapped shortly after returning from a Quinceañera, and later found executed. A narco message from the Zetas was found with the body.

CIUDAD JUAREZ, CHIHUAHUA

La Linea placed narco banners directed to the DEA Agents, and signed by the new leader of the cartel, El Gato, where they say they have declared war on the U. S. Drug Enforcement Agency.

ACAPULCO, GUERRERO

The report headline says ‘no let up in Acapulco: assassins execute a child’. At 5 pm Tuesday, residents in a residential neighborhood heard gunshots. Arriving municipal police found a dead boy of 13 in front of the altar of the Virgin de Guadalupe. Around him were found 10 casings from the 3 guns used to shoot him.

MONTERREY, NUEVO LEÓN

During the day on Wednesday, narco banners appeared starting at about 6 am. These were addressed to the state governor, and specifically indicated where corruption exists in the prison in Cadareyta and in Topochico prison (both in Monterrey basically). After hanging the banners, the gunmen doing it fired off rounds to attract attention.

ACAPULCO, GUERRERO

The Mexican Army has captured 6 more members of the criminal group known as La Barredora. They were linked to about 17 kidnappings and butchering of taxi divers, and provided information on houses where there are human remains. They confessed they were paid between US $120 to $160 every 2 weeks.

CULIACAN, SINALOA

Humberto Millan, a journalist for Radio Formula, was intercepted enroute to work and kidnapped. No other information is known. A later report from a regular US news article confirms his body was found the following day. (Note: Journalists are being killed with more regularity it seems, and what that may mean is open to interpretation. It clearly shows the escalation of violence and intense rivalry between the warring cartels.)

MICHOACAN

The Knights Templar are offering a reward for Los information leading to certain Zetas they consider traitors. This was announced throughout the state with narco banners placed in Pátzcuaro, Santa Clara del Cobre, Quiroga, Zirahuén among other locales. There was a gunfight between gunmen and the MX army at one location, after the Army saw them on the soccer field after placing the banner. One gunman was killed, a truck was seized along with weapons and other things not named.

APODACA, NUEVO LEÓN

Five men outside a house here were gunned down mid afternoon, one of them only 17 years old. None of the men have been identified.

GUERRERO

In the last M3 Report, it was reported that the state attorney general had asked for a truce between the groups. A response was received from El Comando del Diablo, belonging to the group La Barredora, a cell of the Sinaloa cartel, where a three month truce was agreed to on the condition the Governor give a press conference and publicly state that he is not linked with kidnappers, extortionists narco traffickers nor is the criminal named Víctor Aguirre Garzón part of his family. It was sent by e-mail and hand written letters to journalists and media outlets.

LA POZA, GUERRERO

Municipal police received a report of two dead bodies in a truck, and on arrival found the town commissioner and his brother. Their sister has also been kidnapped, and nothing found of her-yet.

National Association of Former Border Patrol Officers calls for new immigration policy to be rescinded

Tuesday, August 23rd, 2011

Press Release from National Association of Former Border Patrol Officers:

National Association of Former Border Patrol Officers calls for new immigration policy to be rescinded.

Group says that policy will encourage further illegal immigration and damage respect for law by foreigners; says President has abandoned duty to law.

The administration announced last week that it would implement a new policy that will permit hundreds of thousands of illegal aliens to remain in the United States despite being in deportation proceedings already. This policy is clearly designed to sidestep congressional authority to regulate immigration.

CAUTION

There are graphic photographs that accompany some articles in the body of this report. It is not our intention to sensationalize. We include these photos in order to give to you, the American public, a clearer understanding of the seriousness of the situation in Mexico and Central America.

La Jornada Editorial 7/7/11

Washington: Unreliable Ally

According to the information provided yesterday by Darrel Issa, chairman of the legislative committee examining the scope of Operation Fast and Furious, by which the U.S. Bureau of Alcohol, Tobacco and Firearms (ATF) allowed delivery of thousands of high-powered weapons to Mexican cartels, besides officials at different levels of the agency aforementioned, the FBI and DEA also participated in the operation. According to Issa, the illegal movement of weapons which, supposedly, was to “monitor” the supply of U.S.-origin weapons to Mexican drug trafficking organizations was carried out by means of paying smugglers to act as informants for the DEA and the FBI.

In previous weeks, Issa-led investigations established that the highest officials of the ATF, including its acting director, Kenneth Melson, received weekly reports of the development of fast and furious, allowing illegal entry to our country of about 2,000 assault rifles, fifty sniper rifles and an undetermined amount of ammunition.

It seems unlikely that the Attorney General of the neighboring country, Eric Holder, had not been aware of the participation of three police and security agencies of such importance to the U.S. government and therefore, the allegations in his favor made by President Barack Obama seem not very plausible. If Fast and Furious was a government decision, it would be extremely serious for the White House to hide it. On the other hand, if the highest echelons of U.S. public power had no idea of these illegal activities of the ATF, DEA and FBI, that ignorance would suggest an egregious lack of control in Washington’s actions against drug trafficking.

With regard to Mexico, it is clear that the U.S. government can not be considered a reliable partner in fighting crime and public safety, much less as a solicitor of coordination by Mexican security forces, a function violating the Constitution, and that, nevertheless, has emerged as a result of the dissemination of diplomatic cables obtained from the State Department by WikiLeaks and released in Mexico by this newspaper.

By itself, the costs of the war declared by the Calderón government since its inception — and continued and accentuated, according to the information available, by U.S. pressure — cast extremely asymmetric and unjust costs for both countries: while ours has been the loss of more than 40 000 lives; the social fabric and the economy of entire regions has been destroyed; civil and military institutions show inevitable breakdown, and in many institutions there has been a true collapse of public security and the rule of law, the conflict has brought the United States a vast market in which to place its production of arms, a great quantity of money laundering which reports astronomical earnings for financial institutions in the neighboring country and, last but not least, a good excuse to multiply and deepen its interventionist actions in our country.

In this context, the fact that three police and security agencies of the neighboring country have participated in the supply of weapons to cartels which they are trying to defeat constitutes an intolerable fact that should lead to radical questioning of bilateral cooperation in the matter and a thorough review of the implications this has for Mexico. At present, the Fast and the Furious operation should lead the Mexican legislature to demand a profound reformulation of the Merida Initiative, the North American Alliance for Security and Prosperity and other bilateral instruments on matters of security and fighting crime.

**Asterisk denotes death involving a police officer or a member of the military serving in that capacity.

MONTERREY, NUEVO LEÓN

In late afternoon, 4 truck loads of gunmen dropped a man on a street, forced him to stand in front of a wall, and in front of dozens of people on the scene, shot him.

CIUDAD JUAREZ, CHIHUAHUA

During the day Thursday, five bodies were found in different parts of the city in the space of one hour. All had been tortured before being executed.

ACAPULCO, GUERRERO***

The headline of the report says ‘Gunmen continue to kill policemen in Acapulco. In separate attacks, three state policemen were executed, two kidnapped but one escaped. With two of the three, the gunmen also stole their handgun.

CAPULA, MICHOACÁN

Three young men were found executed and dumped along the highway, along with a narco message from LFM.

CADEREYTA, NUEVO LEÓN

Three young men were shot and killed, and a girl survived although her condition remains very delicate. (Note: Many of the victims in these incidents may indeed be innocent victims and simply in the wrong place at the wrong time, witnessed something, revenge against family members, or mistaken identity.)

ACAPULCO, GUERRERO

Early Thursday morning, walkers notified authorities of two black plastics bags with blood coming from them. The Municipal Police found a man inside, butchered with the trunk in one and the remainder in the other. There was no identification. A narco message was left with the body. (It’s customary not to have ID; that is one of the reasons police release the gruesome photos, hoping someone will recognize the person.)

ACAPULCO, GUERRERO

Gunmen are continuing to attack bus drivers in the city. Three drivers have been killed within the past 2 days, and another wounded but survived.

CHIHUAHUA, CHIHUAHUA

Two more were executed and found Thursday added to the list of dead that seems endless with the struggle between the rival cartels.

ACAPULCO, GUERRERO

Gunman made a macabre tour of Acapulco on Wednesday. First, coolers were left near the entrance to the main Cici Water Park containing a head, an arm and a foot. This was witnessed by panicky tourists. Hours later, three coolers left in the center of the city contained the abdomen, leg and other pieces of the body. There was no identification.

BENITO JUÁREZ, NUEVO LEÓN

Thursday, police were notified of the finding of a human skull in the garden of a kindergarten. There were no students or teachers present.

CHIHUAHUA, CHIHUAHUA

AGUALEGUAS, NUEVO LEÓN

There was a shootout between the military and gunmen who fought to the death. This was the result of an anonymous tip of gunmen living at a certain house. On arrival, the military was met with gunfire and returned it during an hour long gunfight. The shootout resulted in 10 bad guys being killed, and 20 managed to escape. Seized were 10 rifles, one handgun, two thousand bullets, about 100 magazines, one grenade fragmentation, eight 40 mm caliber shells, 40 grenades, marijuana, ammo holders, bulletproof vests, military-style uniforms, four radios, two mobile devices, five vehicles, among other things.

ACAPULCO, GUERRERO

Antonio Valenzuela, head of the State Ministerial Police of Guerrero, raided a home and arrested nine gunmen, and seizing rifles, handguns, cartridges , boots, knives , machetes , cartridge belts, bulletproof vests , tactical equipment, radio equipment, cell phones , among other things.

ACAPULCO, GUERRERO*

Sergio Justo Flores , a 33 year old state police officer, was blocked at an intersection by gunmen, forced to get out of his car and then executed.

ACAPULCO, GUERRERO

On Friday, a group of gunmen shot and killed four taxi drivers at a taxi stand during the day. Three other bystanders were wounded and hospitalized. (The photo shows a complete lack of crime scene integrity, which IMO, demonstrates a lack of resolve by authorities to even investigate these homicides. The people sitting in the photo beside the bodies are completely inured to them it appears.)

CULIACAN, SINALOA

Gunmen entered the general hospital and located a young man that was being treated for gunshot wounds. After killing him with four shots, they threatened the staff and patients and fled.

At about 630 am Saturday, a married couple and doctors who both worked for the government, were attacked as they left home. Both were shot and killed.

ESCOBEDO, NUEVO LEÓN

Municipal Police located a group of men in three vehicles in the parking lot of a convenience store. As the police approached, they were met with gunfire which led to a shootout. One bad guy was killed, one injured and captured, and a minor was also caught. Police seized cash, guns, marijuana, cocaine, the vehicle and other things. The report notes the subjects were narco distributors.

APODACA, NUEVO LEÓN

More narco banners appeared in Nuevo Leon on Saturday in the early morning. A main street in Monterrey was blocked with a large truck, and then about 80 shots fired by a group of 25 gunmen that placed the banner, causing a panic among witnesses. These were addressed to Calderon and the state governor, and complained of a leak at the Topo Chico prison, because an inmate named ‘El Fito’ comes and goes as he wants. The banner goes on to say there is a warrant for him in the U.S. as a cocaine dealer working for a Zeta leader. A banner was also placed in Santiago, NL.

AJUCHITLÁN DEL PROGRESO, GUERRERO**

Two young soldiers were on their day off and arrived at the home of one of them. They were attacked and executed.

The Arizona Project Documentary

The goal of the Arizona Project is to show that the truth is the exact opposite of the Obama Administration’s very false claims that “the border has never been safer than it is now.” The group was escorted by Sheriff’s Department Deputies as they interviewed and filmed American citizens who live and work near the border. The group went out at night to patrol the isolated areas used by the smugglers and illegals to sneak into this country. They collected factual information and documentary footage to demonstrate the nature and extent of the border problems in Arizona. This film will show you real information about the violence on the border.
